Clare, a 3455 gross ton freighter, was built in 1915 by the Maryland Steel Company of Sparrows Point, Maryland. In September 1918 she was turned over to the Navy and placed in commission as USS Clare (ID # 2774). Operated as a unit of the Naval Overseas Transportation Service, she made two trips from the U.S. East Coast to France between late September 1918 and mid-February 1919. Later in February she was decommissioned and returned to her owner, the A.H. Bull Steamship Company of New York City.
The Bull firm continued to operate Clare commercially for well over two more decades. On 20 May 1942, while off Cuba, she was torpedoed and sunk by the German submarine U-103, with all members of her crew and Naval Armed Guard complement surviving.
