Photo #: NH 104904 Admiral Thomas H. Moorer, USN, Chief of Naval Operations (Designate), at left With Admiral Ephraim P. Holmes on board USS Randolph (CVS-15), during change of command ceremonies at Norfolk, Virginia, 17 June 1967. Admiral Holmes relieved Admiral Moorer as Commander in Chief of the 230,000-man Atlantic Fleet and the unified Atlantic Command. In a separate ceremony, Holmes also took Moorer's NATO duty as Supreme Allied Commander, Atlantic. Admiral Moorer, the first officer ever to command both the Pacific and Atlantic Fleets, goes to Washington, D.C., to take the Navy's number one job, Chief of Naval Operations.
